During heavy storms, when the rainwater is rising, it seems unstoppable. But the truth is that when this happens, something is wrong. Someone has failed to plan. This is entirely preventable. Through careful analysis and design, mitigation of storm water through channel improvement, detention, and other means is well within our reach. Water is predictable. It wants to follow the path of least resistance downward. That means we can control it.
